- Express Entry manages applications for several federal programmes. Entering the pool is not applying for permanent residence.
- Candidates are ranked by a points score, and invitations go to those above a cut-off that moves with each round.
- Category-based selection means a lower-scoring candidate with a targeted attribute may be invited ahead of a higher-scoring one.
- Language results and education assessments are the two levers most candidates can actually move.
What it is
Express Entry is a management system, not a programme in itself. It handles candidates for the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class, and part of the Provincial Nominee Program.
A candidate first has to be eligible for one of those programmes. Being eligible puts them in a pool; it does not entitle them to anything.
The two stages
Stage one: create a profile. If eligible, the candidate enters the pool with a Comprehensive Ranking System score.
Stage two: rounds of invitations are issued periodically. Candidates above the cut-off receive an Invitation to Apply, and only then do they submit an actual application for permanent residence, with a limited window to do so.
Profiles expire after a set period, and a candidate who is not invited must create a new one.
What drives the score
The score is built from core human capital factors, age, education, language ability in English or French, and Canadian work experience, plus points for a spouse’s factors, points for combinations that indicate transferability, and additional points for things such as a provincial nomination, French ability, a sibling in Canada, or Canadian study.
A provincial nomination adds a very large number of points and in practice makes an invitation close to certain.
Age points decline with age, which is the one factor nobody can improve.
Category-based selection
This is the change that most alters how people should think about the system.
Alongside general rounds, invitations are issued in rounds targeting particular categories, for example specified occupational fields, or strong French-language ability. In a category round, the cut-off applies only within that category.
The practical consequence: a candidate with a score below the general cut-off may still be invited if they fall within a targeted category, while a higher-scoring candidate outside it waits.
The categories are set by the government and change. Candidates should check which are current rather than rely on what was true last year.
Where candidates gain most
Two levers move more than any other.
Language. The points jump significantly at higher benchmark levels, and retaking a test after preparation is often the single highest-return action available. French ability attracts additional points and opens category rounds.
Education assessment. Foreign credentials need an educational credential assessment. Having the highest applicable credential properly assessed sometimes yields points a candidate did not realise they had.
Provincial nomination is the largest single gain but depends on meeting a province’s own criteria, which vary and change.
Accuracy matters more than optimism
Profiles are self-declared, and everything claimed must be documented at the application stage.
Overstating work experience, claiming points for a credential that will not be assessed as claimed, or misdescribing a role can lead to a finding of misrepresentation, with consequences far worse than a lower score.
The safer approach is to declare accurately and improve the score through the levers that genuinely exist.
Common questions
How long is a profile valid?
Profiles expire after a set period and can be resubmitted. Expiry is not a refusal.
Does a job offer help?
It can contribute points depending on the circumstances and how it is supported. The rules around this have changed over time and should be checked as at the date of the profile.
What if my score is below the recent cut-offs?
Cut-offs vary between rounds and between categories. Improving language results, obtaining a nomination, or falling within a targeted category are the realistic routes.
Can I stay in Canada while waiting?
Being in the pool confers no status. Anyone in Canada must maintain valid status independently.
